Staffing of the Consulate-General in Hong Kong
The Governor asked me to reply to your letter of
In assessing the outline establishment, we have consulted the views of Reg Holloway, the SBTC, and we have taken into account a particular Immigration need. I hope that our comments, set out below, on the staffing require- ments of the future Consulate-General will assist in your making further progress with the examination.
Political Section
We agree with your assessment. Officers servicing the JLG should all be Mandarin speakers. At least one Vice-Consul on the information side should be a Cantonese speaker.
Commercial Section
For planning purposes, we agree with you that this section should have more staff. If the South China Trade Unit is included, we think three Mandarin speakers (say, one DS4 and two DS5, or one DS4 and DS5 and one DS7) would be required. An accurate assessment of staffing and support requirements is difficult since much depends on the extent of Britain's future commercial ties with HK and China.
Consular Section
We agree with the assessment in respect of the Consular Protection Unit. As regards the Passport Section,
