a Part I poison controlled by the Pharmacy and Poisons Ordinance to a Dangerous Drug controlled by the Dangerous Drugs Ordinance. This amendment is designed to bring quinalbarbitone under the much stricter controls and more severe penalties of the Dangerous Drugs Ordinance with the aim of reducing the availability of and discouraging the trafficking in the drug.
INTERNATIONAL CO-OPERATION
42. Hong Kong places a high priority on international co-operation to combat the illicit smuggling of drugs and both the Police and Customs are in regular contact with overseas law enforcement authorities based both in Hong Kong and abroad. With the involvement of Hong Kong citizens in smuggling drugs, the exchange of information and intelligence has become an important part of the local enforcement effort. Indeed, intelligence originating from Hong Kong has resulted in arrests in Canada, Australia and Europe, and local enforcement officers have been called to several countries to give evidence in important drug trials.
