overhaul our extraterritorial jurisdiction. But the problem posed by our antiquated extradition laws has to be dealt with as a matter of urgency and that means adopting a more effective extradition procedure which still preserves the rights of the accused person. I believe that taken together our proposals strike the right balance between the need to remove obstacles and to ensure that the fugitive is protected by adequate safeguards including, ultimately, the Secretary of State's unfettered discretion to decline to extradite in any given case.

I understand that you would like to discuss this matter with me.
