SUPPLEMENTARY EXTRADITION TREATY BETWEEN THE UNITED KINGDOM AND THE UNITED STATES

1. As promised in our telegram no. 2073 of 26 November and our further telegram of today, I enclose-

the Extradition Treaty between the United Kingdom and the United States, signed on 8 June 1972, which already applies to Hong Kong;

the Supplementary Treaty signed on 25 June 1985;

the Exchange of Notes of 19 and 20 August 1986, which amended the 1985 text of the Supplementary Treaty, following consideration by the US Senate;

draft Speaking Note for use in consultation with the Chinese;

the Order under section 5(1) of the Suppression of Terrorism Act 1978;

the Order under section 7(3) of the Suppression of Terrorism Act 1978, made on 25 November 1986, from which Hong Kong was excluded;

the Order under sections 2, 17 and 21 of the Extradition Act 1870, made on 25 November 1986, from which Hong Kong was excluded (the Annex to the Treaty was omitted only by printing error after submission to the Privy Council Office and a correction is being issued);

a draft Order under section 7 (3) of the Suppression of Terrorism Act 1978, which would apply that Act to Hong Kong for the purpose of the Supplementary

Treaty;
