Ambassador's reply shall constitute an agreement between the two Governments concerning the Supplementary

Extradition Treaty between the United Kingdom of Great

Britain and Northern Ireland and the United States of

America signed at Washington on June 25, 1985.

The Secretary of State avails himself of this

opportunity to express to the Ambassador of the United

States of America the assurance of his highest

consideration.
