XCR(86)101, the Council advised and the Governor ordered

(Amendment) Bill 1986, that the Prisons set out at Annex A to the memorandum, should be introduced into the Legislative Council; and

that the Prison

(Amendment) Rules 1986,

The Bill, which made provision for the establishment of a Prisoners' Welfare Fund, was passed by the Legislative Council on 9 July 1986 and received the assent of the Acting Governor on 10 July 1986.

The draft Prison (Amendment) Rules 1986 contained amendments to the Prison Rules such that
