This saga has plodded on since your letter of 4 March. attach copies of subsequent correspondence we have had with Hong Kong; pressure of other work has prevented our dealing with it as quickly as we should have liked.

From our point of view, the proposals in Hong Kong's letter of 15 July look acceptable. I should be grateful if you would let me know by the end of this month whether you are able to agree to what is proposed.
