His Excellency the Governor of Hong Kong has received a Petition from a prisoner, LAU Ming-chiu, currently serving a life sentence for murder.

The Petitioner is seeking a copy of the records of his 1974 trial. His claims that, without his trial records, he is unable to quote alleged deviations in fairness in support of his current requests for clemency. It has not been possible to locate a copy of the transcript of his trial in Hong Kong. However, a former DPP noted that "the transcript of the proceedings at trial was removed from the file and sent to FCO on 19 November 1974".

It would greatly assist if you could locate the papers and forward them to me. The following details might assist :
