# SHOULD LIKE TO BRIEF THE CHINESE SIDE ON THE PROGRESS MADE ON HKG'S PROPOSALS FOR CREATING A HIGHER PROPORTION OF LOCAL OFFICERS MIN THE GAZETTED OFFICER RANKS AS MR RENTON MENTIONED TO MR ZHOU NAN EARLIER THIS YEAR, CONSULTATIONS HAVE TAKEN PLACE WITH THE POLICE FORCE ON HOW TO DEVELOP THE POTENTIAL OF LOCAL OFFICERS AND TO ADVANCE THEM THROUGH THE FORCE SO THAT BY THE END OF 1990S THERE WILL BE MORE LOCAL GAZETTED OFFICERS THAN OVERSEAS ONES.

THIS CONSULTATION HAS NOW FINISHED AND THE RESULTS HAVE BEEN SATMISFACTORY SHOULD NOW LIKE TO GIVE THE CHINESE SIDE MORE DETAILS OF THE IMPLEMENTATION OF THE PROPOSALS.
WITHIN THE GAZETTED OFFICER RANKS (THAT IS SUPERINTENDENT AND ABOVE SOME 70 PERCENT OF THE OFFICERS ARE FROM OVERSEAS (QUESTION 1). IN THE INSPECTORATE RANKS, AT THE CHIEF INSPECTOR LEVEL 59 PERCENT ARE LOCAL OFFICERS AND IT IS BY USING THIS POOL, AND THE OFFICERS AT THE SUPERINTENDENT LEVEL (WHERE 38 PERCENT ARE LOCALS), THAT THE GOVERNMENT INTENDS TO INCREASE THE NUMBER OF LOCAL OFFICERS AT THE HIGHER RANKS (QUESTIONS 2 AND 3).
