EXTENSION TO DEPENDENT

Your Department has kindly been keeping me posted on the replies from Dependent Territories to the circular letter of 11 July.

I passed on to Mr Carpenter in Lord Chancellor's Department today the gist of the replies so far. He noted that there were already a number of territories which were interested in having the Convention extended to them, and would make use of that point at next week's further meeting of the Working Group. But he said there was no need, at this stage, for him to do more than report to the Group that there was such interest and that our consultation process was still continuing. There are still many other outstanding issues of greater importance in these negotiations, and it is unlikely that the conference to conclude the agreement will be con- vened before about May 1987.

Nevertheless, I think it would be valuable to remind those who received the circular letter that we would appreciate a reply, and I should be grateful if you and Mr Leeks could put this in hand. In due course it would be helpful to have a consolidated table of the replies received.
