Although Article 64(3) was not on the agenda I reiterated
our desire for the "classical" solution and mentioned that the Cayman Islands and the Turks and Caicos were interested in joining in. Portugal mentioned that it would like to extend the
Convention to Macao.
On Article 5(b) of the Protocol, it was agreed that there should be no special rules for Sweden without good reason.
On the Protocol No 2 on uniform interpretation, there was considerable inconclusive discussion which left the Protocol unamended save for deletion, at the UK's suggestion, of the phrase "documentary exploitation" and a slight redrafting of paragraph 2. A "joint declaration" of seeking to agree a parallel court for the parallel Convention had been tabled but it was agreed that we should not put this to the EFTA States.

Article 5(1) was left over until the decision of the ECJ and Article 6(4) would await Carpenter.
On Article 16, Saggio introduced document 24 which contained the compromise proposal for holiday lets drawn up by the EC delegations. The "first reactions" from all the EFTA countries were entirely dismissive.
I introduced Article 17(1) which received a qualified welcome from the EFTA countries but some minor drafting points from
Rognlien of Norway.
