This memorandum is to seek Members' proposed resumption of land at Ha Kwai Chung, Tsuen Wan, New Territories for the Phase II development of a park project.
Background

In May 1984, following consideration of memorandum XCR (84)94, the Governor in Council approved the resumption of land for Phase I of this project. In August 1984 the Director of New Territories Development commenced construction work which is scheduled to be completed in February 1986.

As Phase I is nearing completion, the. Director of New Territories Development now wishes to proceed with the Phase II development. This is planned to provide some passive recreational facilities to complement the active facilities being provided under Phase I, so as to obtain a more balanced and comprehensive range
range of recreational activities for the park.

Phase II covers

of about 6.65 hectares and when completed will provide recreational facilities including walking trails, fitness facilities, and a children's playground in addition to landscaping, gardens, sitting out areas and pavilions.

The project is currently in Category 'AB' of the Public Works Programme, under Item 118RO and it is proposed to upgrade this to Category 'A' in March 1986. Work is expected to commence in August 1986 and will take about 12 months to complete.
