clearance will involve both Government and private land, and includes four permanent buildings held by the YMCA, three of which are used for youth camp activities, and the fourth building for domestic purposes, occupied by two families of ten persons overall. The affected households will receive appropriate ex-gratia allowances, and are eligible for public housing.
Financial implications

Total compensation and ex-gratia allowance for resumption and clearance is estimated at $14 million. Funds are available from the Capital Works Reserve Fund and are included in the 1986-87 allocation for Head 701 Land Acquisition.
Recommendation

The institution of formal resumption proceedings is recommended to avoid delays which might otherwise be caused by succession difficulties, absentee landowners or by possible refusal of some landowners to surrender. Should Members advise that the land is required for a public purpose, then the resumption of the land required will be ordered and three months notice of resumption will be given.

Members will be asked to advise
under section 2 of the Crown Lands Resumption Ordinance, whether the purpose of the proposed resumption is a public purpose; and
(b) under section 3 of that Ordinance, whether the resumption of the private land referred to in paragraph 3 is required for that purpose.
