I attach a draft reply from Mr Le Breton to Mr Macgregor in Prague in response to the latter's letter of 10 October.

2.

Hong Kong's telegram 4071 gives Prague little ammunition for defensive arguments if the Czechs raise the subject of visas. It would obviously be wrong for Prague to hint that Hong Kong are currently reviewing their visa policy towards East European nationals, although there could be a favourable spin-off if their rules are relaxed. I should be grateful for any suggested amendments to the draft.
