1. Thank you for sending us a copy of your circular letter GNP 343/32 of 23 September. I handed a Note to the Chief of Protocol and explained the provisions of the Hong Kong. (British Nationality) Order 1986 and the significance of the new category of British nationality - British Nationals

(Overseas). Our Third Secretary (Consular) gave a copy to the Chief Immigration Officer. We both left a paper based on the annex to your letter..

2. I regret that Lesotho has so little interest in Hong Kong that I was unable to solicit any expression of support either public or private. We are not aware of any Hong Kongers in Lesotho; nor do they visit here much. Nevertheless I do not foresee the Basotho putting any restrictions on their travel as a result of the new category of nationality.
