I am sorry you have not had an earlier response to your circular letter of 23 September. I cannot imagine that Morocco is one of the more important countries from the point of view of potential visitors with BN (0) status. I should however record that we put in a Note as instructed in your letter to the MFA here and that I subsequently called on Mme Khadija Lachiri the Head of the Far East and Pacific Division to take her through it. She was not aware of the background having only just returned from a posting in Brazil and was therefore dealing with what for her was an entirely new area. In the circumstances it was not surprising that she offered no substantive comment. However it may be encouraging that, a few days earlier, her superior, M. Sijilmassi the Director General for Asia and Africa volunteered to the Ambassador at a social occasion that he knew about the issue and understood why "it is important we should accept the new passports".
