HONG KONG INDIANS

1. The future of the Indian community in Hong Kong continues to receive some press attention here, but the interest has to some degree subsided since the Hong Kong (British Nationality) Order 1986 was made. I am enclosing representative articles, published in the Tribune on 12 August and Amrita Bazar Patrika on 25 September.

The theme of reporting about Hong Kong Indians has shifted to the possibility of recreating a Hong Kong environment with non-resident Indian capital in the Andaman Islands. Sital has said that the Hong Kong business community is ready to offer Rs 1000 million (approx £55 million) for the development of an international trade zone in the Andamans. I am enclosing press reports, including one published in the Hindustan Times on 3 December which notes that Gandhi is expected to visit Port Blair in the second week of January. That is said to be the opportunity to make an announcement of its conversion into an international tax free port.
