PRC'S POLICY TOWARDS HONG KONG CHINESE BRITISH SUBJECTS

Mr Walker in this Department was asked to make comments on an article under the above title by Dr C Y Chang, a lecturer in the Chinese University of Hong Kong, with a view to its publication in the China Quarterly. Mr Walker noted a number of factual inaccuracies and dubious
worth interpretations, but thought it was (in his absence) my

The article (copy attached) opens with a discussion of the political factors behind China's policy of non-recognition of Chinese in Hong Kong as British Subjects (pages 1-15). It then goes on to discuss historical and legal aspects of Chinese nationality policy in general and how this has related to Overseas Chinese communities in South-East Asia (page 15-38). It returns to a more specific treatment of Hong Kong in its concluding pages (page 39-44). Not surprisingly, given its emphasis on historical precedent, the article concludes that the Chinese position on nationality questions as related to Hong Kong has been determined to a large degree by traditional practices.
