Although not directly relevant to the subject of my call, my interlocutors seized the opportunity to express their more immediate concerns over holders of Hong Kong Certificates of Identity. Although not as great as the Dutch worries described by Alan Paul in his letter of 13 October to you, there is nevertheless some fear that Hong Kong C.I. holders may deliberately allow their C.I.s to expire in order to put pressure on the Luxembourg authorities to give them resident status. Although the Luxembourgers do not stamp anything in C.I.s which could lead the Hong Kong authorities to claim that the holders have right of residence here, (which is where their arrangements differ from those of the Netherlands) they are nevertheless put in an inviduous position if a C.I. holder overstays until his C.I. expires.
4. You are of course fully familiar with the foregoing but if you have any points which I could make to the Luxembourgers which might help reassure them I should be glad to have them. I should also be glad to learn when the statement on the 1960 Visa Abolition Agreement is likely to issue.
