This note records what emerged when Mr Holmes and I met the Canadians (Mr Gavin Stewart and the Deputy Head of the Immigration Department, Mr Ed Donagher) for lunch on Friday 7 November.
We agreed that there had been no complications over the ending of the Canadians' acceptance of the British Visitor's Passport. It will no longer be accepted in Canada on 1 January 1986. We were reassured however, that the Canadian authorities would treat sympathetically both at ports here before departure for Canada and on arrival anyone who turned up travelling on such a card.
We were asked about Hong Kong and I spoke on the basis of the recent telegrams which we have both seen about the Canadian reaction to the BN(0) initiative. I did not raise the possible problem about Canadian acceptance of the passport post 1997 or the suggested solution which Hong Kong had discussed when they met the Canadian Consul there. Mr Stewart raised the point, however, and I responded that there was sufficient reassurance as to the returnability of BN(0)s post 1997, to be found in the passport and in the Joint Declaration. The Canadians indicated that they foresaw no problem pre or post 1997 in accepting the BN(0) passport and I stressed upon them the importance which the UK and Hong Kong attached to a public statement to this effect.
On BS and BPP passports the Canadians were relaxed and again saw little problem in coming to an agreement as we have previously on BOC passports.
We were promised a favourable response on the BN(0), BS and BPP issues before Christmas.
