Dear Le Breton

HONG KONG: BRITISH NATIONALS OVERSEAS:

TO THIRD COUNTRIES

FACILITATING TRAVEL

1. Please refer to your circular letter of 23 September.

2.

I called on the Permanent Secretary for Home Affairs and Immigration today and handed over a copy of the Note given to missions in London, together with an Aide Memoire based upon the annex to your letter.

3. Howard said that he saw no difficulty as far as Fiji was concerned, but asked whether it would be possible for us provide a specimen of the new passport for British Nationals (Overseas) for the education of the Immigration Department. I suspect that this request was in part prompted by the fact that we have just requested (and received) from Fiji specimens of their new passports!

4. He also sought confirmation that British Nationals (Overseas) would continue to be British citizens, and thus citizens of a Commonwealth country, even after 1997. This was important for Fiji's immigration, and naturalization, regulations. I confirmed that, as I understood it, they would.

5. Is it possible to provide a specimen passport?

Yours ever
