1. As you know, it has been agreed that BN (0) passports will contain the following endorsement:

"In accordance with the United Kingdom Immigration Rules,

the holder of this passport does not require an entry certificate or visa to visit the United Kingdom.

2. Hong Kong Department have asked me whether the endorsement would extend to other persons on the passport. Mr McDonough, B2 Division (Home Office), whom I have consulted, is of the opinion that it would, but that I should check the position with you.
