Bag delays and preparations for the GCC Summit that has just ended in Abu Dhabi, meant that we were unable to take action on your letter GNP 343/32 of 23 September until 6 November.

2. I delivered a Note Verbale based on the one which was sent to Embassies in London, to the Head of Consular Affairs in the Ministry of Foreign Affairs. Darwish listened to my explanation of the contents of the Note and said that he foresaw no difficulties in applying the procedures now in force for Hong Kong BDTC passports to the new BN (0) passport. His two main concerns were, the passport-holders' Right of Abode in Hong Kong and therefore their returnability (covered by the Note) and that we let him have ten sample passports for issue to all immigration control points in the UAE, well before the new passport issued. Although ten may seem a large number, it is the number we have supplied on previous occasions and I should be grateful if these could be sent to me as soon as specimens are available.

I doubt if we will receive a reply to the Note Verbale, and of course there has been no public reaction.

Adeni BOCs cause us a great amount of work here, especially where their children are involved. I attach a short note summarising the main difficulties. The BN (0) legislation on non-transmissability of nationality appears to duplicate that for BOCS. It has not worked for BOCs. I see no reason why it should work for BN (0)s.
