I enclose a note explaining the introduction of new nationality status for British Dependent Territory Citizens (BDTC) who derive their citizenship from a connection with Hong Kong. As you will see, the note is a purely factual explanation. Although it may prompt the Argentines to make a comparison between our treatment of the citizens of Hong Kong and the Falkland Islands, we believe the risks are slight and that, in any case, there are sufficient differences between the two for us to defend the policy without difficulty. We have agreed, therefore, that a copy should be sent to the Brazilian Embassy for onward transmission to the Argentines and have also arranged through Berne that the Swiss should hand over another copy in Buenos Aires. This copy is for your own information. Please let us know if you receive any enquiries about it or the Argentines try to make capital out of the issue.
