1.

In your letter of 23 September to all Posts you asked if a Note explaining the main provisions of the Hong Kong (British Nationality) Order 1986 could be handed to the DFA at an appropriately high level. I called on the Deputy Director responsible for UK affairs on 30 October and handed over the Note and an Annex, as per the Annex behind your letter.

2. I also took Sherwood through the various points you brought out in your letter. He undertook to notify the Department of Home Affairs, and noted in particular the section on

returnability.
