We should be grateful for any comments you and copy recipients may have on this proposal. This issue need not hold up consideration of the draft Regulations, which must in any case provide for applicants to apply for BN (0) passports anywhere in the world, even if they are issued from elsewhere (cf the existing Regulations governing acquisition of British citizenship and British Dependent Territories citizenship).
