In the absence of the High Commissioner on local leave,

I took action on 10 October with the Director of Protocol and Consular Division in the MFA. I left a Note similar to that sent to missions in London plus a speaking note drawing on your circular letter with a copy of the annex. I took V K Rajan through the main points orally, explaining that we were hoping for a public expression of the Singapore Government's support.

VK took the point and undertook to study the papers I had left and give full consideration to them. He promised an answer within a couple of weeks.
