3. Counsellor Spinelli told me that owing to a oversight E D T Cs and B OCs were in fact accorded the same privileges in Italy as British Citizens. The point had on recently been brought to her attention when a British passport had been sighted which bore the Channel Islands/Isle of Man endorsement. The matter was under discussion in the Ministry but she thought that a quick decision was unlikely. I think we can take it that this anomalous situation Vill continue to apply for some time to come. In any case the Italians will not differentiate between B R (C)s and E D T Cs.

4. I thought it worth pointing out that it was unlikely that any BN (0)s would cause immigration problems.
