Once Ministers have approved the campaign, NTD will take over the mechanics of the operation. They will let us know the date of the launch and we will then telegraph Hong Kong and Peking to let them know. As a courtesy we will also ask Peking to hand a copy of the Note to Missions to the Chinese once the exercise is underway.
