Please refer to your circular letters of 23 September to Heads of Mission.

I called today on Scheel, Head of Far East Department, Auswärtiges Amt, handing over a copy of the Note Verbale of 30 September, the Annex to your letter, copies of the statements supporting BN (0) made by other governments, and the Speaking Note on visa abolition. I explained the new arrangements and asked for Federal Government support. I said that a public statement of support for the new arrangement would be particularly welcome. I also went over the ground on visa abolition.

3. In reply, Scheel took note of the introduction of BN (0) status and promised to do his best to get the Government to issue a statement of support. One possibility would be during Sudhoff's (DUS, Third World) visit to Hong Kong on 16-17 October, but this might be too soon to get a draft agreed with the Ministries concerned. On visa abolition, Scheel said that the case the Auswärtiges Amt had been putting to the Interior Ministry had been seriously undermined by the recent French measures. The best he could do was promise that the position for BN (0)s would be no worse than for BDTCs.
