We spoke about your note of 17 June. As I explained, I think there are two

basic considerations that I would wish to see taken into account.

The first is to suggest that both the right of abode endorsement and the "no entry clearance or visa" endorsement should be entered by the same process ie either by pre-printing, pre-stamping or, subject to security considerations,

by stamping at a later stage. I think that it would be difficult to explain publicly why they should be treated differently and the question is bound to be asked if they are treated differently.

The second point is that it is just conceivable that we might want to introduce a visa requirement for visitors from Hong Kong at some time in the future.

I accept that the second endorsement could always be crossed through in these circumstances but a neater solution would be to proceed on a basis that is designed

to enable us to stop entering this endorsement in passports at short notice and with minimal cost in terms of time and resources.
