I refer to your minute of 21 July 1986.
I have two comments:
a)
first, I wonder if the second sentence of para 2 of the draft
might better read
b)
"The undertaking that was given in the Home Secretary's
Written Answer on 23 April and confirmed in subsequent
debates in both Houses made it clear that not all the
ex-servicemen would immediately be eligible for British
citizenship. The undertaking was as follows:- .".
second, I agree that it might be helpful to expand a little more on the application of section 4(5). Attached is a proposed
revised final paragraph to place the one in the draft. May I suggest that the reply does not make the point that a settled person is still subject to immigration control, given the tenor of the MP's letter. I also suggest that the reply should not suggest that settled persons
I am enjoy virtually all the rights according to British citizens. not sure how true this is, and it might be a bit misleading in the
context of immigration.
Finally, you will have seen Hong Kong Telno 1241 of 26 June reporting on Security Branch's interview with Mr Maximo Cheng, which apparently gave rise to the FC MP article. I see no harm in telling Mr Faulds that the position has been explained
to Mr Cheng.
