I agreed to take on board these PQs from Sir Patrick Wall. I now
attach a draft background note and draft replies.
I think that these are self-explanatory but I should just add that
I have sought to avoid the sensitive issue that we discussed. This
is easy enough on the question of numbers but I see no need to add to
the list of categories in response to the second PQ since those that
I have included will be the only ones remaining by the time of the
hand-over on 1 July 1997.

Is the figure of 14,900 correct? I see that we have suggested in
the past that when the 1981 Act came into force on 1 1.83, 19,000
people with the right of abode in the United Kingdom became British
citizens.
Subject to any comments from you or copy recipients, I should be
grateful if you could consult Hong Kong on the terms of the attached
drafts.
