We spoke about the draft replies and background note that I had agreed with Mr Emery (B4), Mr Hill (HKD), and Hong Kong.

As agreed, I have deleted the reference to dependants in the draft reply to the

Question about numbers.

I had proposed that the draft reply on the Question of categories of people who

will be permitted to enter Britain for settlement should not include any mention of those who have been given undertakings that they will be allowed to come here. It seemed to me that this might be justified on the grounds that the Question

relates to those who will be permitted to enter on the hand-over in July 1997 and

we might reasonably assume that virtually all of those who have been given

undertakings will have arrived here by then. However, we agreed that this line

was disingenuous and might be regarded as misleading. I have therefore

incorporated a reference to these arrangements in the same terms as those employed by Mr Luce in the debate in the House of Commons on 6 February 1985.

I agree that it would be preferable to avoid reference to the undertakings if that were possible; but I do not think that the omissions could be defended particularly as the concession has been acknowledged in Parliament. I have however amended the wording of what Mr Luce said slightly.
