I understand that you asked our Passport Department for information on the number of British passports issued to British Protected Persons (BPPs) and British Subjects (BSs). In view of our interest in the admission of BPPs and BSs to Canada perhaps I can reply on Passport Department's behalf.

The Passport Department have told us that they have no precise figures on this and that the information available relates only to passports issued in the United Kingdom. It is estimated that in the ten year period 1976-1985, 56,000 passports were issued in this country to BSs and 5,000 to BPPs. These figures are based on a small sample survey. It is reasonable to assume that the vast majority of those passport holders will have the "right of re-admission" to the United Kingdom and so will already be, eligible for visas to visit Canada. I understand that there are no figures available on the numbers of BPP and BS passports issued outside the United Kingdom but it is estimated that there are some 10,000 BPPs worldwide, most of whom will be subject to United Kingdom immigration control; and approximately 200,000 British Subjects of whom some 150,000 are of Irish origin and not subject to control and the remainder, some 50,000, who will be subject to United Kingdom immigration control. These estimates are based on the total number of passports issued combined with such figures as the Foreign and Commonwealth Office are able to provide from their information about British communities abroad. I hope that this is helpful.
