Paragraph 4(iv). We would not necessarily need to bring in the Chinese if, as we do, We want BN (O)s to come under the VAA after 30 June 1997. The sort of approach which could avoid bringing in the Chinese is set out in FCO telno 1668, which we discussed over the 'phone.
A final thought, which I should perhaps remind you of. Our diplomatic exercise to secure international acceptance of the BN (0) passport is likely to take place in September, probably towards the end of the month. I do not think this need affect the terms of the note we put to the Dutch, but it would perhaps be sensible to mentione, at the time the note is handed over, that we
we will shortly be approaching them formally to explain BN (0) status.
