The French Note would seem to indicate that the authorities exercise a greater degree of selectivity in this respect than we had understood to be the case. It is possible, therefore, that they will ask us again to change our procedures for cancelling Hong Kong Certificates of Identity of people holding the 10-year Cartes de Séjour.
