Thank you for your letter of 18 August
concerning
the possible influx of Hong Kong residents to the UK in the years leading up to 1997. I have been asked to reply.
Apart from the approximate number of 20,000 British citizens in Hong Kong, no other inhabitants of the territory, whether or not they hold other forms of British nationality, have the right of abode in the United Kingdom.

In addition, the Government believes that the Hong Kong Agreement provides the
necessary to enable all those who live and work in
to plan confidently for their future there. There is therefore no reason to believe that Hong Kong residents will wish to leave Hong Kong for the United Kingdom at any time in the future.
