Lord Glenarthur asked for some further briefing on our international

obligations to reduce statelessness and the way British Overseas citizenship

and British National (Overseas) status fits into this picture.

I attach a background note and a line to take. This might most conveniently be placed at D13 of the briefing, but Lord Glenarthur may wish to have the

line to take available for winding up in view of the terms of the Opposition

motion and his discussion earlier in the week with Lord Maclehose.
