I attach additional briefing notes on the Falklands and Gibraltar.

Mr Waddington asked that we should prepare some more extensive briefing on these two in case members in tonight's debate seek to draw comparison between our treatment of the ethnic minorities in Hong Kong, and the provisions made for

Gibraltar and the Falkland Islands.

2.

These briefing notes should be added to the main brief which we have already

sent to you as D11 and D12.
