we cannot responsibly or sensibly offer them British citizenship:

the pressure this would build up in many parts of the world would

be just too great; and it would undermine important aspects of

Government policy;

what we must do now is get the Order in place. Hong Kong does not

want further uncertainty and delay, and neither do we. If we failed

to get the Order now, it would cast a shadow of uncertainty over the

whole of Hong Kong. That is why we believe it is essential that the

Order is made on Friday.
