against the Government and to lodge a complaint to the ECHR. I reported this
in my minute of 6 May and that the Legal Adviser's preliminary view was that they
might find it difficult to establish the basis for such a reference.
CONCLUSION
11.
It seems to be generally accepted in Hong Kong that the Government has demonstrated its willingness to respond to their concerns and that they have got
as much as they could expect. The problem may be to get the message back to Parliament. We have already suggested some appreciative references to UMELCO's reaction in the draft Opening Speech, but we can add more - particularly
Mr Swaine's reaction on the ethnic minorities.
