We have received from Hong Kong in the normal way

the record of the Executive Council meeting on 22 April at

which the Governor told the Council of HMG's decisions on

the three LegCo requests.

2.

Mr Renton may wish to look at the record. It is

clear that the robust arguments of the Governor played a large part in bringing Unofficials to their decision not to press further on behalf of the ethnic minorities.
