Sure our decision on ethnic minority BDTCs was right.
Points to get across now are:

(i) We accept we have a moral responsibility to
these people, as to other Hong Kong BDTCS

(ii) We believe the arrangements we propose
measure up to that responsibility: good
agreement with Chinese on Hong Kong's future, guaranteed right of abode there, guaranteed
citizenship for them and two generations of
descendants.
