In whose name will the passport be issued?
LINE TO TAKE
At present the Governor issues passports to BDTCs in Hong Kong in the name of Her Majesty. It would be inappropriate for passports issued to BN (0)s which will remain valid beyond 30 June 1997 to be issued by the Governor. BN (0) passports will therefore be issued from the start by "Her Britannic Majesty's Secretary of State" as at present in the UK and consular posts abroad.

What will the new format be?
LINE TO TAKE
Initially BN(0)s will receive the traditional blue passport issued by UK Passport Offices and consular posts overseas to all British nationals.
The format, however, will in due course change as a consequence of our decision to introduce machine readable EC format passports. The passport will then be burgundy-red, soft-covered and smaller than the present blue document. On the cover will be the wording "United Kingdom of Great Britain and Northern Ireland", the Royal Coat of Arms and the word "Passport". The wording on the inside cover will refer to "Her Britannic Majesty's Secretary of State".
