The Chinese have confirmed that non-Chinese who meet the legal requirements may apply for Chinese nationality and that their cases would be dealt with
by the appropriate authorities. Article 7 of the Chinese Nationality law
provides that aliens or stateless persons who are willing to abide by China' constitution and laws may acquire Chinese nationality on approval of their application provided that they have settled in China.

WILL HMG PRESS THE CHINESE FOR AN UNDERTAKING THAT APPLICATIONS
BY NON-CHINESE OR CHINESE NATIONALITY WILL BE GRANTED?

We cannot expect the Chinese to agree in advance the decision they would take on individual applications anymore than we would. But as I have said we intend to expore the matter further with the Chinese during our continuing detailed discussions with them in the years leading up to 1997.
