Does Article 4 mean that BN(0)s will be entitled to a BN (0) passport?

Yes.
As your Lordships will know, there is generally no entitlement to hold British passports, which are issued under the Royal prerogative. But the Order makes clear that those entitled to BN(0) status are also entitled to BN (0)
passports, in line with the UK Memorandum. It would be illogical to do otherwise: the wording of that Memorandum is such that denial of the passport would effectively amount to denial of the status, which itself is an entitlement and cannot be refused to those who are eligible.
