HONG KONG NATIONALITY ORDER IN COUNCIL

BRIEFING NOTES

8.

ACQUISITION OF BN (0) STATUS

1.

HOW MANY WILL BE ENTITLED TO NEW PASSPORT

2.

D8

There are approximately 3 million BDTCs in Hong Kong, of whom over one million already hold BDTC passports. It is not possible to determine the actual number who will wish to acquire the new passports because this is not compulsory. But clearly it would be sensible to allow

plenty of time for the issue of those passports to those who apply

for them.

POSITION OF BDTCS RESIDENT ABROAD

Residence outside Hong Kong is not a bar to the acquisition of the new

BN(0) status. Thus persons who are BDTCs by virtue of a connection

with Hong Kong will be eligible to apply for the new status whether or

not they are currently resident in Hong Kong.

3.

APPLICATION PROCEDURE

Details to be worked out with Hong Kong over next year. Intend to keep

registration formalities to minimum. Simultaneous application for BN (0) status and passport. No certificate of registration.

4.

ISSUE OF BN(0) PASSPORTS OUTSIDE HONG KONG

Will not be necessary to apply in Hong Kong. Passport Offices in UK

and Consular Offices abroad will be able to accept applications for BN (0) and issue BN(0) passports.

on central register.

Details will be sent to Hong Kong to record
