Conclusion
My Lords, the Government believe that the Order which is before you today properly and faithfully meets the nationality concerns of all British Dependent Territories citizens in Hong Kong, whatever their ethnic origin, and that it provides a secure basis from which they can look confidently to the future. It is fair, just and fitting, and I believe it deserves the approval of this House.
