entitlement to hold a BN (0) passport, and that it

should not therefore be necessary to be first

registered as a BN(0) in order to claim that

entitlement.

Hong Kong were eventually persuaded to accept a registration

provision and were reassured that it would not require a lengthy

procedure to implement.
